Abstract
The genesis of the administrative apparatus of the Council of Lithuania (23 September 1917–11 November 1918) is important, because it visualises and conceptualises the activities of the Council of Lithuania in the fields that remain unnoticed by historians; it also casts light on the organisational, systematic, and goal-driven activities of the staff of the said apparatus in consolidating and motivating the country’s society for the rebuilding of re-established Lithuania.
